I. Establishment of the ASEAN Shrimp Alliance
Based on the common problems and concerned issues faced by major shrimp exporting countries in the region mentioned above, the Informal Consultation on Shrimp Alliance among shrimp producing/exporting countries is proposed to be organized as a venue to exchange information and discuss on future collective actions
The Informal Consultation on Shrimp Alliance was organized on 25 June 2006 in Bangkok, Thailand and hosted by the Department of Fisheries (DOF), Thailand. The Consultation was attended by high-level officials responsible for shrimp production and imports/exports from Brunei Darussalam, Cambodia, Indonesia, Malaysia, the Philippines, Thailand and Vietnam.
The Consultation was also attended by representatives from SEAFDEC Secretariat. The participating countries exchange information on the current status of shrimp production and exports. The Consultation preliminarily agreed that cooperation in establishment of the ASEAN Shrimp Alliance should be undertaken at 2 levels: government level and private sector level. The Consultation designated the DOF Thailand to formulate detailed proposal, including roles of the ASEAN Shrimp Alliance. Further discussion among 7 ASEAN Countries was organized in July 2006. In addition, the DOF Thailand has established a provisional website of the ASEAN Shrimp Alliance, also in July 2006.
The Department of Fisheries, Thailand developed the Concept Proposal on ASEAN Shrimp Alliance (ASA) and proposed to the Special Senior Officials Meeting of the 27th ASEAN Ministers on agriculture and Forestry, 29-31 August 2006 at Bohol, the Philippines, for consideration, with the primary aims to support the ASEAN Member Countries in enhancing their capability in response to the international trade in shrimp and shrimp products. The Special SOM requested Thailand as the lead country to further develop detail proposal including role and responsibility, potential benefits and inputs from the member countries as well as mechanism and arrangement for further consideration.
To follow-up the first consultation organized in June 2006 in Bangkok, Thailand and recommendations made at the Special Senior Officials Meeting of the 27th ASEAN Ministers on Agriculture and Forestry, the Department of Fisheries (DOF), Thailand, hosted the Second Informal Consultation on ASEAN Shrimp Alliance on 8 December 2006 in Bangkok.
The Consultation was attended by high-level officials from the Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Thailand and Vietnam. The Consultation was also attended by a representative from Singapore and representatives from SEAFDEC Secretariat as observers. The Consultation agreed in principle on cooperation in establishment of the ๏ฟฝASEAN Shrimp Alliance (ASA)๏ฟฝ. Due to the unclear role, responsibility and function of the ASA, the consultation requested Thailand to further elaborate these issues in details. The Consultation concluded the followings:
1) DOF Thailand was appointed to further develop detail proposal to be submitted to the next ASWGFi for consideration and endorsement, including role and responsibility, potential benefits and inputs from the member countries as well as mechanism and arrangement. Other member countries were also requested to provide inputs and comments;
2) DOF Thailand requested other ASEAN Countries to nominate the focal point for coordination on inputs and comments.
3) The information uploaded in the website will be reviewed and revised, to accommodate comments made at the Consultation;
4) DOF Thailand will host the next Informal Meeting of ASA to consult and discuss the concern issues on the establishment of ASA among participating countries before the next ASWGFi
